QUALIFIED CONTRACTORS LIST FOR 2022 CALENDAR YEAR
The Public Works Department of the City of Ojai invites interested contractors to complete a Contractor’s Pre-Qualification Application to be placed on the City of Ojai’s Qualified Contractor’s List. This list is designed so contractors can receive a “Notice Inviting Bids” for informal projects under $200,000 in their work category. Only qualified contractors will be notified. Incomplete forms will not be added to the Bidder’s List.
The City of Ojai has adopted the Uniform Construction Cost Accounting Procedure under Public Contract Code §22000 et seq. In accordance with the State of California Uniform Public Construction Cost Accounting Commission, the City is inviting all interested licensed contractors to submit their company for inclusion on the City’s list of qualified contractors for the calendar year 2022. You must resubmit to be included on the 2022 list even if your company has submitted an application in prior years.
Per California Public Contract Code 22032, any Public Works Project that is estimated to be $200,000 or less is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. Only the contractors who submit a complete and valid application, and are placed on the City’s Qualified Contractor List will be eligible to bid on projects informally, unless the City opts to bid a project following formal procedures. All trade categories are subject to Informal Bidding Procedures. Contractors that are interested in being on the 2022 Qualified List are required to have a current license and are subject to verification through the Contractors State License Board at all times. If the City determines any information provided on an application as incorrect, incomplete, or false, the City may either reject the application or remove an already admitted contractor from the Qualified List at any time. Once placed on the Qualified Contractors List, all contractors are responsible for informing the City immediately if any information provided on their application has changed and may be subject to removal for failure to notify the City in a timely manner.
Contractors must be currently registered with the Department of Industrial Relations (DIR) and meet the requirements of Labor Code section 1725.5 to qualify for any City project and therefore all contractors must provide a current and valid DIR registration number on their applications, where indicated below. Contractors must maintain valid registration with DIR throughout the current year and must provide proof of current DIR registration when bidding for any City project. Even if a contractor is placed on the Qualified Contractor List, the contractor cannot perform any work on any City project without a current and valid DIR registration.
Contractor shall be solely responsible for ensuring compliance with Labor Code section 1725.5 as well as any requirement implemented by the DIR applicable to its services or its subcontractors throughout its work on any City project. Contractor shall also furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 and in a format prescribed by the Labor Commissioner throughout any City project. By submitting an application to be included on the City’s Qualified Contractor List, contractor confirms that it is in compliance with all applicable DIR regulations and has the capacity to maintain compliance throughout the calendar year and during any City project.

06/21/2022 (Access the RFB at this link). The City seeks to restore the Libbey Park pergola located east of the post office and tower building. The restoration includes replacement of all the wood beams with same type, size, and color. Care must be taken to carefully remove the existing wisteria vines covering the pergola without cutting where feasible, and temporarily placed to the side of the work area, and reattached to the original location when restoration is complete. The existing stucco pillars are not a part of the restoration project, but may need minor touch-ups if the restoration chips the pillars. The project will take place within the City and the Caltrans right-of-way. The City is securing an encroachment permit for work within the Caltrans right-of-way. The successful bidder will be required to obtain a double permit with Caltrans.
05/27/2022 (Access RFP at this link) The City is redeveloping its primary municipal website, ojai.ca.gov, and bringing five small additional subsites under the main City umbrella. With a focus on enhancing the user experience, the new City website will embrace best practices in design and security and address ADA compliance. The new site will allow the City to tell its stories and conduct business now, and expand into the future. It will be visually engaging, simple to use, and technically sound.

11/23/2021 (Access RFP at this link) Request For Proposals for a Qualified Architectural Historian to Prepare Historic Resources Report Regarding Pacific Bell Building Located at 202 West Ojai Avenue, Ojai, California, 93023 (APN No. 021-0-104-070). The Community Development Department has received a request to modify a State designated historic resource, as a contributor to the State designated Ojai Downtown Historic District as a historic resource. This area has not been locally designated as a historic district or historic landmark. A historic resources report would need to be prepared evaluating the modifications proposed to the building located at 202 West Ojai Avenue. The RFP is generated to obtain a qualified architectural historian who will be able to generate a historic resources report for the subject site and proposal (expansion of existing roof mounted screen and installation of wireless facility), based on Public Resources Code 5024.1(d)(1) as being formally determined eligible for listing on the National Register of Historic Places through the federal review process required under Section 106 of the National Historic Preservation Act. The Community Development Department has received a request to modify a State designated historic resource, as a contributor to the State designated Ojai Downtown Historic District as a historic resource. This area has not been locally designated as a historic district or historic landmark. A historic resources report would need to be prepared evaluating the modifications proposed to the hotel site and building facade located at 122 East Ojai Avenue. The RFP is generated to obtain a qualified architectural historian who will be able to generate a historic resources report for the subject site and proposal (exterior modifications to the hotel and site), based on Public Resources Code 5024.1(d)(1) as being formally determined eligible for listing on the National Register of Historic Places through the federal review process required under Section 106 of the National Historic Preservation Act. The report would also need to identify consistency/inconsistency with the Secretary of Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings. 06/18/2021: (Access RFP at this link) Request For Proposals for a proposed change in use at the above mentioned address. The proposed change in use from a Religious Facility to a Single-Family Resident would require a zone change and general plan amendment as single family residences are not permitted within the Public, Quasi-Public zone and current general plan designation. The applicant has submitted applications to the City for a zone change and general plan amendment for the requested designation adjustment. The applicant has proposed a change in zone from P-L (Public) to R-3 (multi-family residential, high density), and a general plan amendment from P (Public/Quasi-Public) to HR (High Density Residential).
