The ATP Project was split into two phases. Phase 1 focuses on Maricopa Highway improvements and will be constructed before phase 2. Phase 2 will focus on Ojai Avenue improvements.  Two parcels on Maricopa Highway (that include the Vons and Benjamin Franklin’s) will not be included in Phase 1 due to delay in right of way acquisition.

Phase 1 – Maricopa Highway (Highway 33)

July 3, 2025 - The City of Ojai is pleased to announce the completion of the Active Transportation Program for Maricopa Highway 33 (ATP Phase I). The project added new bike facilities, ADA curb ramps, and safety beacons along Maricopa Highway from El Roblar Drive to Ojai Avenue, improving safety and connectivity for all travelers.

June 25, 2024 - The Ojai City Council recently awarded the construction contract and management services agreement for the Active Transportation Program for Maricopa Highway 33 (ATP Phase I). Originating from a competitive federal grant program that supports the construction of safe and connected active transportation facilities, ATP Phase I will help improve safety and efficiency. This will also increase connectivity between active transportation modes and public transportation. ATP Phase I will add two-way Class I bike facilities on the south side of the road and Class II bike facilities on the north side of Maricopa Highway 33 near Nordhoff High School. Additionally, Americans with Disabilities Act (ADA) accessible curb ramp improvements and rectangular rapid flashing beacons (RRFB) will be installed. These improvements span from El Roblar Drive to Ojai Avenue (SR-150).

September 28, 2021 - Council supported the Class I bikeway Ojai trail extension design on the south side of Maricopa Highway and directed staff to further develop the Class I concept along the Maricopa Highway portion of the ATP project, at a level sufficient to obtain a decision from Caltrans on the feasibility for the City to proceed with such a design. 

The City’s consulting engineers, Alta Planning + Design (Alta), prepared the proposed revised design – a two-way Class I bike lane option widens the sidewalk on the south side of Maricopa Highway to allow for a shared use path ranging from 8 to 10 feet wide, plus shoulders for a total of 10 or more feet throughout, as a two-way shared-use bicycle and pedestrian path. Parking from the south side of Maricopa Highway has been removed to accommodate the increased bike/pedestrian path. Conceptual renderings showing how the proposed improvements may look at the intersections of Church Road and Carrillo Road.  These renderings also show that a one-way bike lane would remain on the north side of Maricopa Highway.

Phase 2 – Ojai Avenue (Highway 150)

The second phase would include two parcels on Maricopa Highway that require right-of-way acquisition, improvements at the “Y,” and improvements on Ojai Avenue. The improvements on Ojai Avenue include bike lanes from the “Y” to Gridley Road except in the Arcade area where there is insufficient width for separate bike lanes. Instead, “sharrows” are proposed from Signal Street to S. Montgomery Street. Sharrows are markings on the road indicating that the lane is shared with bicycles and vehicles. 

 Improvements on Ojai Avenue include several pedestrian improvements, such as: 

  • Decomposed granite footpath
  • Sidewalk Infill
  • Rectangular Rapid Flashing Beacons (RRFBs)
  • Center Median
  • Corner Curb Ramps
  • Curb Extensions
